F ROM the standpoint of military strategy, the American involvement in Vietnam presents the interested analyst with several complex and perplexing military issues. One such issue is the American counterinsurgency strategy of 1965-68. While various tracts have been written on American military policies in Southeast Asia, the 1965-68 strategy goes beyond the traditional military concepts of seizing and holding, disarming and confining, penetrating and obstructing. Schelling notes that in addition to such factors, there is another way military force can be employed that has received less attention in Western military strategy.' According to Schelling
