The provisions of the International Convention on the Elimination of All Forms of Racial Discrimination reflect the conceptions of racial discrimination and its causes held by diplomats in the early 1960s. When the Committee on the Elimination of Racial Discrimination began work in the 1970s it concentrated upon the decolonization aspect as well as the examination of state legislation. Since the ending of the cold war the Committee has been calling attention to previously neglected features of the Convention, developing better procedures, and encouraging more effective implementation by states
