Dieser Beitrag widmet sich einer Diskussion des Zusammenhangs zwischen Migration und Entwicklung in Zeiten des Krieges und des Friedens. Im nördlichen Sri Lanka kämpfen die Liberation Tigers of Tamil Eelam (LTTE) seit Anfang der 1980er Jahre mit Unterstützung der tamilischen Diaspora für die Unabhängigkeit der tamilischen Gebiete. Im Friedensprozess zwischen 2002 und 2006 hingegen engagierte sich die Diaspora intensiv für Wiederaufbau und Entwicklung. Bei dem hier fokussierten Teilaspekt des Engagements von MigrantInnen handelt es sich um die Unterstützung zum Aufbau wohlfahrtstaatlicher Institutionen des Parastaates der LTTE. Die Unterstützung für Entwicklung umfasste finanzielle Mittel, die zuvor für humanitäre Hilfe gedacht waren, sowie Arbeitseinsätze als Freiwillige und Berater. Seit dem Wiederausbruch des Krieges 2006 wandte sich das Engagement erneut. Der Beitrag zeigt insbesondere, welche Handlungsspielräume sich aus spezifischen Kontexten ergeben und wie sich unter der Voraussetzung nationaler Zugehörigkeit, die Positionierungen und Handlungsoptionen von Diaspora-Akteuren wandeln können. Summary Between War and Peace – The Tamil Tigers and Their Diaspora This article deals with the relationship between migration and development in war and peace. In Sri Lanka the Liberation Tigers of Tamil Eelam (LTTE) are fighting for independence with diaspora support. When a peace-process was initiated between 2002 and 2006, diaspora turned into valuable development actors. This contribution focuses on commitment to LTTE's parastate, particularly its welfare and development institutions. The diaspora provided financial resources and commitment as volunteers and consultants. When the war resumed in 2006, diaspora-commitment changed again. This contribution particularly highlights that diaspora's room to manoeuvre depends on the specific contexts and how, given national belonging as a precondition, diaspora's positioning and options for taking action can change in relation the political context
