The author examines the conceptual underpinning of the new public health approach. He examines existing attempts to explain Indigenous Australian alcohol use, most of which have been written by non- Indigenous observers, and Indigenous critiques of these explanations. He outlines a sociologically informed model of the use, effects and management of alcohol at a local level. This model is intended, not as an alternative to the public health framework, but as a basis for addressing theoretical lacunae in the latter lacunae that have implications for policy and program development.
