This paper explores an enduring issue in state-level politics, that is, the pattern of influence in executive/agency budgetary relations with state legislatures. It is an extension of research begun in the 1960s by Sharkansky and continued by a number of others dealing with agency success in budgetary requests (Wright 1967: Anton 1967: Sharkansky 1968, 1969: Sharkansky and Turnbull 1969: Williams 1972: Moncrief and Thompson 1980: PjerrouDesrochero 1981: Lauth 1984: Thompson 1987)
