教科書の作成は,学習指導要領及び学習指導要領解説に基づいて行われる。学習指導要領は,目標,内容,内容の取扱いの3つの部分から構成され,扱う内容やその内容の扱い方(程度)が示されている。学習指導要領解説は,学習指導要領の趣旨や内容の取扱いなどをもう少し具体的に示したものである。教科書会社が作成した申請図書は,執筆されている内容の範囲や程度,学問上の正確性などの観点から,教科用図書検定調査審議会による審議によって意見が付される。これらの意見に対して適切に修正を加えることで,申請図書は,教科書として認められることとなる
