The submission to the editors of Etnograficheskoe obozrenie of the article by V.A. Tishkov coincided with two significant events: the appearance of the first issue of the new journal Diasporas, published in Moscow with the support of the committee "Joint",a and the scholarly conference "Diasporas: Transnational Identity and the Politics of the Homeland" at the University of California at Berkeley (12-14 November 1999). These events coincided, naturally, by chance and represent small links in the chain of the overall huge flow of publications and discussions devoted to the large complex of problems of diaspora in general and specific diasporas in particular. The coincidence is indicative of the growing interest in this complex of problems in the modern world. This world, it can be said, is becoming ever more filled with diasporas before our very eyes: old diasporas are increasing in sizes and proportion, and we are witnessing the appearance of new ones that nobody even imagined only a few years (or decades) ago: the diaspora of Laotian Hmong (Meo) in America, the diaspora of Afghans in central Rossiia, the Korean diaspora in the North Caucasus, or the Tibetan diaspora in southern India. These diasporas, as just about any others, including the most ancient ones, are nearly always the consequence of things not going well for a people in their own homeland, ethnic conflicts, wars, economic downturn, famine, and other troubles
