This paper does not, however, dispute the elitism of the Congress. We must acknowledge the fact that the Congress was not a populist party, in the sense that it never became a mass-organized or mass-oriented movement like Wallace Johnson's West African Youth League (WAYL). But I believe that in studying the mobilization efforts of early political activist groups like the NCBWA, the issues it raised and the problems it addressed are far more important as indices of political relevance than the structure, outlook, or composition of the movement.3 The Sierra Leone Branch has often been accused of confining itself to the colony area and of making no effort to articulate or identify with the interests of the generality of citizens.
