In Libanius' Declamation 22 the orator Demosthenes pleads for the removal of the Altar of Mercy. This article contextualizes the declamation in Libanius' later career, and argues that it consciously expresses his contemporary religious concerns and promotes the ideal Roman emperor as the steward of traditional religion
