The political and legal struggle over female genital mutilation in Egypt

Five years after the International Conference on Population and Development (ICPD) in Cairo, it is time to evaluate where Egyptian activism has brought the millions of Egyptian girls who are exposed to female circumcision, female tahara (purity), female genital cutting or female genital mutilation (FGM). Whatever we decide to call it, it remains the same procedure: the ‘trimming’ of the female genitalia to convey a message of control over the sexuality and social position of women and girls. Women themselves appear to defend this painful custom and take part in performing it on others. This is because the issue goes beyond genital mutilation and has to do with women's perception of their role in the world. At the ICPD, NGOs gained space to participate and issues like reproductive rights, abortion and FGM were the subject of heated discussion. Since then, FGM has become a highly politicised issue in Egypt, reflecting a range of political agendas on the status of women and feminist issues. The FGM Task Force has become a reference point for activism against FGM in Egypt. Our approach has taken a new turn: human rights and women's rights have become central themes, linked with health and development-related aspects.RésuméCinq ans après la Conference internationale sur la population et le développement au Caire, il est temps d'évaluer où le militantisme égyptien contre la mutilation sexuelle féminine a amené les millions de fillettes égyptiennes qui risquent de subir l'excision, la tahara (pureté) féminine, l'ablation des organes génitaux féminins ou la mutilation sexuelle féminine. Quel que soit le nom que nous décidions de lui dormer, la procédure ne change pas: on ⪡modifie⪢ les organes génitaux féminins pour véhiculer un message de contrôle de la sexualité et de la position sociale des femmes et des filles. Les femmes elles-mêmes semblent défendre cette coutume douloureuse et prennent part à son exécution sur d'autres femmes. C'est parce que la question dépasse la mutilation sexuelle et a trait à la perception des femmes de leur rôle dans le monde. Pendant la Conference, les ONG ont obtenu le droit de participer et des questions comme les droits en matière de procréation, l'avortement et la mutilation sexuelle féminine ont été au centre deébats animés. Depuis lors, la mutilation sexuelle féminine est devenue une question extrêmement politisée en Egypte. Como sea que to llamemos, se trata del mismo procedimiento: cercenar los genitales femeninos para comunicar un mensaje de control sobre la sexualidad y el nivel social de las mujeres y las niñas. Las mujeres mismas parecen defender este costumbre doloroso y ellas participan en su práctica.
