The issue of unplanned adolescent pregnancy is a serious one confronting countries on a global scale. There are several strategies already being used to address this problem with varying degrees of success. However the thought experiment proposed by Battin raises several serious questions. Firstly it is impractical to assume that such a proposal would be feasible and could be implemented globally. In some societies for example where there is religious and doctrinal opposition to contraception itself Battins proposal would simply not be accepted. Secondly in societies where notions of individual choice and rights are regarded as particularly important such a proposal would be seen as impinging on those rights. This in turn raises issues of enforcement. If for example adolescent girls refuse to accept such a procedure can they should they be forced to comply? Who will in fact make the decisions - parents the government schools or the adolescents themselves? (excerpt)
