Art as a diagnostic
Assessing social and political transformation through public art in Cairo, Egypt

Since January 2011, Egypt has undergone several waves of political upheaval in order to craft a new form of governance. Central to this process has been the role of art. This article argues that artistic interventions that engage with the idea of public space and that take place in the public space of the city engender interactions that illuminate the complexities and difficulties currently facing Egyptian society. More so than serving as documentation of what has taken place or as acts of protest, public art can serve as a diagnostic of issues that simmer underneath the surface of national politics. Based on interviews, focus groups, and observations conducted between 2011 and 2013 with Cairo-based artists and arts advocates, the paper explores the way in which public art has signaled tensions regarding class, gender and increasing political polarization. By exploring the relationship between art, artists and urban space, this paper extends analyses on political transitions to take account of the effects produced by forms of artistic expression within the public sphere.El arte como diagnóstico: Evaluando la transformación social y política a través del arte público en El Cairo, EgiptoDesde enero de 2011, Egipto ha experimentado varias oleadas de agitación política con el fin de elaborar una nueva forma de gobierno. El papel del arte ha sido central en este proceso. Este artículo sostiene que las intervenciones artísticas que se acoplan con la idea de espacio público y que tienen lugar en el espacio público de la ciudad generan interacciones que iluminan las complejidades y dificultades que enfrenta actualmente la sociedad egipcia. Más que servir como documentación de lo que ha ocurrido o como actos de protesta, el arte público puede servir como un diagnóstico de los problemas que se desarrollan bajo la superficie de la política nacional. Sobre la base de entrevistas, grupos focales y observaciones llevadas a cabo entre 2011 y 2013 con artistas residentes en El Cairo y defensores del arte, este trabajo explora la forma en que el arte público ha dado señales de tensiones relacionadas con la clase social, el género y el aumento de la polarización política. Cet article avance que les interventions artistiques qui participent à l'idée de l'espace public et qui ont lieu dans les espaces publics de la ville engendrent des interactions qui éclairent les complexités et les difficultés auxquelles la société égyptienne doit faire face. Plus qu'une façon de documenter les mouvements de protestation ou ce qui s'est déroulé, l'art public peut servir à diagnostiquer les problèmes qui couvent sous la surface de la politique nationale. A partir d'entretiens, de groupes de discussion et d'observations d'artistes et de défenseurs des arts du Caire, effectués entre 2011 et 2013, cet article explore la façon dont l'art public a manifesté les tensions concernant les classes, les genres et la polarisation politique croissante.
