Este trabalho visa analisar os temas referentes à atividade da pesca e aos direitos dos trabalhadores da pesca identificados na prática política de Carlos da Silva Santos. Neto de ex-escravizados, o político desde a década de 1930 destacou-se como líder sindical. Orador de reconhecida qualidade, entre os anos de 1959 e 1974, por quatro vezes consecutivas elegeu-se deputado estadual pelo Estado do Rio Grande do Sul, perfazendo uma carreira sólida, inclusive ocupando por duas vezes o cargo de governador interino do Estado. A pesquisa efetuada por meio de fontes oficiais, cotejadas com impressos jornalísticos, permite uma dimensão dos temas propostos na agenda parlamentar defendida pelo tribuno, com destaque para o tema da atividade da pesca e dos direitos dos pescadores. Abstract: This work aims to analyze what were the themes of the fishery and workers 'rights of fishing identified in the discursive trajectory of political Carlos da SilvaSantos. Grandson of former slaves, since the 1930s stood out as union leader. Preacher of recognized quality, between the years 1959 and 1974 for four consecutive times was elected state deputy the state of Rio Grande do Sul, making a solid career, including occupying the position of acting governor of the state. The research conducted by official sources, collated with printed newspaper, allows a dimension of topics proposed by the parliamentary, highlighting the theme of fishing activity and the rights of fishermen.
