The Geography of Federal Grants-in-Aid to States

Tax Jour., Vol. 19, 1966, pp. 225-247. schemes.2 Most of this was for highways, agriculture, public welfare, national guard, and education programs (Table I). Grants to states have been increasing about 4 per cent per year since 1960; in fact, from 1956 to 1965 there was an increase of 198 per cent. Also the amount of aid per capita has changed markedly in recent years. In 1927 the aid was $2 per person, in 1948 only $9, and in 1965 it was $79 per capita. In FY 1965 the total per capita grants received by the states exhibited a wide range, from a high of $269 per capita in North Dakota to only $42 in New Jersey (Fig. 1). In theory the major reason for the federal government supporting state programs is to place all states on somewhat of an level with regard to certain federal objectives.3 But this equal treatment for equals concept
