Washington, D. C., is a very confused city at the present time. It is still uncertain as to whether it is a southern provincial town or the capital city of a great world power. It has attained to an uneasy compromise by attempting to think as a world capital and to feel as a provincial town. Nowhere is that confusion between head and heart better exemplified than in the pattern of its relationships between its white and negro [sic] citizens
