The current conditions of post-secondary education in, geographical areas where historically and predominantly Black colleges are located are controversial and uncertain, especially as viewed by Black citizens. Concerned Blacks are pessimistic about their access to and viable participation in all matters of postsecondary public education. They view stringent admissions policies, duplication of academic programs, isolation from governing boards, exclusion from tenured faculty ranks, exclusion from meaningful degree programs, and high attrition rates at white majority public institutions as causes for pessimism now and over the next decade. They view outdated missions, inequitable funding in light of past injustices, unequal faculty salaries, limited physical facilities, research opportunities, student financial aid, and problems of merger at Black public institutions as causes for their political involvement in efforts to maintain the historically Black institutions. Their concerns stem from years of educational history in these United States where Blacks never have had full and equal access to or true equality in post-secondary education
