Because this JOURNAL is chiefly concerned with problems incident to the education of Negroes, the present chapter marshals the evidence on the effectiveness of preventive programs serving Negro youth. I would like to begin by repeating my conviction, which I am sure must be shared by many social scientists, that there is nothing inherent in Negro youth which predisposes them to delinquent behavior. However, because all social behavior is learned behavior, it must reflect the environment in which it occurs. It is likely, therefore, that some Negro children who may have been brought up like some white children react to what seems to them a hostile environment with responses quite different from the white middle-class patterns. This reaction, in my opinion, may explain why Negro children are frequently labelled delinquent
