Introduction Since the late 1980s Germany has taken in more foreigners per year than Canada and Australia combined, yet no nation in Europe has a more troubled relationship with its foreign population than does Germany. The two most important factors currently influencing German politics and attitudes toward foreigners are the creation of the European Community, which has radically altered German asylum policy, and the end of the cold war, which has transformed the shape and population of Germany itself. The current transformations of Europe and of Germany are reflected in changing laws and legal structures, not to mention the psychological and cultural assumptions defining and determining membership. To analyze the entirety of these processes is beyond the scope of this essay. Here my project is straightforward and limited: I discuss the German laws used to define categories of national membership, outline the main categories of foreigner as defined by German law, explain which laws apply, and direct readers to the laws themselves
