The threat of terrorism has not diminished. Co‐operation and co‐ordination amongst the intelligence and security communities, the military, government, business and academe remain of critical importance. Terrorists utilize a broad range of weaponry ‐ from the fundamental and expedient to the increasingly technical and sophisticated. The challenges presented by the scope of the modern terrorist arsenal demand an equally comprehensive response. Terrorists can be expected to use scientific and technological developments in attempts to circumvent defence measures. The possibility that weapons of mass destruction may be used in future cannot be ruled out
