Cet article, ecrit en 1895, est la premiere etude sociologique espagnole consacree a la question de la normalite ou de l'anormalite du delit et de la delinquance, objet d'un debat ne en France. Il y discute des theses des deux partis en presence (Gabriel Tarde vs Emile Durkheim), et prend nettement parti contre la position de Durkheim, affirmant la normalite du crime
