In the course of the first half of the XVIIIth century, the shearers of the cloth manufacture of Sedan forced their will upon the cloth manufacturers about their working conditions, employment and wages. These skilled labourers, working in the finishing sector, adopted forms of organization and action found also at the same period in the cloth industry of Verviers (Belgium) and Monschau (Germany). But the power of this "internationale" of the shearers so much jeopardized the growth of their industry that the mill-owners of these three centres, encouraged by the example given by the Protestant cloth manufacturers of Monschau and Sedan, decided, between 1740 and 1750 to take over control of the manpower in the finishing sector ; thus, with the military and administrative control of the State, they put an end to this lasting insolence of the shearers
