In 1941 stonden Nord en Pas-de-Calais bekend als de meest anglofiele departementen in Frankrijk en de streek die het meest vijandig stond tegen de collaboratiepolitiek van Vichy. Drie factoren verklaren de scherpe reactie van de opinie : de omstandigheden van de invasie, het voor de twee departementen geldende uitzonderingsregime, de vrees voor annexatie wegens de aanhechting aan het militaire gebied bestuurd vanuit Brussel
