In calls not unlike those heard before, officials in industry and government are placing the blame for a stagnating economy at the schoolhouse door. If only we would get tougher in schools, raising standards for both students and teachers, the economy would turn around. Forget, for a minute, our problems with the balance of trade, aging industrial plants, insider trading, leveraged buyouts, etc. The real problem is declining standards in schools that seem to lead to diminished industrial efficiency. A sampling of the rhetoric in recent reports on education makes this intent clear
