L'armée ougandaise offrait jusqu'à récemment l'image d'un corps professionnel, discipliné et bien organisé. La pacification relative du pays après vingt ans de guerre civile semblait indiquer que la force armée avait enfin été domestiquée. Mais la poursuite des violences dans le Nord et, surtout, la guerre menée au Congo révèlent que l'UPDF connaît aujourd'hui des tendances à la criminalisation sous la coupe d'officiers affairistes devenus de véritables entrepreneurs de l'insécurité
