TUOMAS FORSBERG is professor of international politics at the University of Helsinki. His most recent publication is Finland and Crises: From the Years of Danger to the Terrorist Attacks. GRAEME P. HERD is professor of civil—military relations and associate director, senior executive seminar, at the George C. Marshall European Center for Security Studies. He is also an associate fellow, international security programme, Chatham House. He has recently published Russia and the Regions: Strength through Weakness (edited with Anne Aldis) and Security Dynamics in the Former Soviet Bloc (edited with Jennifer Moroney)
