Among the more conspicuous developments in American public management in the past two decades has been the proliferation of government corporations. The organizational landscape of the federal government is now littered with these and other monuments to an increasingly widespread faith in the advantages of third sector organizations.' Although a few students of public policy and administration have devoted more attention to government corporations in recent years, relatively little is known about how these organizations are formed, and about how and why they behave the way they do.2
