In this article, we use historian Joan Scott’s concept of “paradoxical citizenships” to analyze three case studies: the constitutional proposals of 1925, 1980, and 2022 in Chile. By using intersectional and decolonial feminist perspectives, we will identify the continuities and ruptures that emerge by comparing and contrasting the paradoxical citizenships of the three periods, particularly the role of working-class women – workers, peasants, and indigenous women – and that of elite women in the political processes that led to the constitutional proposals. Central to our findings is the fact that of the three constitutional moments, only one, that of 2021-2022, saw real and sustained participation of working-class women in the drafting of the constitutional proposal. However, this proposal was ultimately rejected by 62% of the Chilean population in September 2022. This conundrum leads us to reflect on the paradox of citizenship in Chile, particularly with regard to the expansion of grassroots women’s participation in political processes, as well as the challenges that remain in convincing the general public of constitutional proposals focused on the experiences, arguments and needs of working-class women in Chile
