Progress on responding effectively to potential global warming has been inadequate from an environmental point of view. The potential for an improved response at the international level will depend on a number of factors, including the ability of Bill Clinton to deliver his pledges and the political developments within the European Community. But the most important constraint will be the near‐term future of the world economy. Should the world pull out of its current recession, then the political feasibility of more aggressive abatement programmes will be greatly enhanced. Without this improved response, many alarming projections of the potential impacts of global warming may be realised. Abatement attempts to date will make little impact on the growth of atmospheric concentrations of carbon dioxide. Consequences for developing countries will be particularly severe. The recession will both limit the likelihood of abatement programmes in the North, and also limit the potential for technology transfer to limit the future growth of emissions in many developing countries
