Speaking on the theme of social movements and their relation to the construction of citizenship seems, at first, did not arouse any interest again.While we recognize that this topic has been widely discussed and addressed in the analysis of the Brazilian political circumstances, we believe that we are facing a flagship research perspective.The interest in resuming this discussion is related to the approach that has been built around this discussion and its application in a specific political context, in which case the program Territories of Citizenship.We seek to analyze the factors that characterize the process of land management in rural areas of the Baixo Amazonas.It is to discuss the territorial management from three analytical perspectives: first, seek to highlight the journey of historical construction of guidelines for discussion and resolution of social movements in the construction of a supposed agenda territorial management; subsequently discuss the interference party politics in the construction of historical agendas and goals of organized social movements and, finally, identify some of the results around the construction of a democratic governance
