Although problems faced by Third World women in their social and economic lives have gotten more attention from developmental agencies in the past decade there has been insufficient attention paid to respecting womens economic and reproductive rights. It is necessary to examine the interaction of class formation and gender relations in order to understand the nature of womens subordination and to change societies to make them more egalitarian. Changes in population policy need to take place in the context of the culture of the society; some cultures may value childbearing and childrearing more than others. In the capitalist Third World the struggle for a more egalitarian society will require a restructuring of mass organizations to reflect womens roles as wage workers and household workers. An example discussed is the organization of poor rural women in India. Tensions between gender and class cause overwork and ill-health in women. Correction measures include support for systems of water provision electrification sanitation and medical care with emphasis on how such programs are implemented and whom they benefit. The best route of change is self-organization of poor women from the bottom layers of the class hierarchy establishing a basic needs strategy themselves
