The paper begins with an historical sketch of the various arrangements made to meet the Norwegian farmers' need for a relief service. Different ways of organizing the relief service are examined and the farmers' opinions are reported. The relief service operating in Norway is then explained and analysed. Empirical research done in 1979 shows what the consequences are and how the farmers are satisfied with the arrangements. Alternative solutions are suggested and arguments are drawn from earlier research among group farmers.One important problem is how to find multi-purpose arrangements that could solve several economic and social needs. This is also a problem of linking up different sectors and finding solutions that fit the local conditions well. The degree of local initiative and involvement as well as the flexibility and adaptiveness of the policy arrangements will determine whether such reforms reach these for whom they are designed. The article describes a continuous process of trial and error where social research could both make valuable contributions and have much to learn.ZusammenfassungDer Beitrag begin'nt mit einem historischen Abriß der unterschiedlichen Bemühungen, dem Bedürfnis der norwegischen Landwirte nach einem Betriebshilfsdienst entgegenzukommen. Verschiedene Organisationsformen von Hilfsdiensten werden untersucht und die Meinungen der Landwirte dazu vorgestellt. Dann wird der Betriebshilfsdienst, wie er in Norwegen arbeitet, erläutert und analysiert. Anhand empirischer Forschungen im Jahre 1979 wird gezeigt, welche Konsequenzen damit verbunden sind und wie zufrieden die Landwirte mit der Einrichtung sind. Alternative Lösungen werden vorgeschlagen und Argumente herangezogen, die aus früheren Forschungen über Gruppenlandwirtschaft gewonnen wurden.Ein wichtiges Problem besteht darin, Mehrzweckeinrichtungen zu ermitteln, die mehrere ökonomische und soziale Bedürfnisse gleichzeitig befriedigen können. Dies ist auch ein Problem, verschiedene Sektoren miteinander zu verbinden und Lösunen zu finden, die den jeweiligen örtlichen Bedingungen gut angepaßt sind. Die Möglichkeiten der Eigeninitiative und Mitbeteiligung auf örtlicher Ebene, ebenso wie die Flexibilität und Anpassungsfähigkeit politischer Regelungen bestimmen, ob solche Reformen diejenigen auch erreichen, für die sie bestimmt sind. In dem Artikel wird ein Prozeß von Versuch und Irrtum beschrieben, bei dem Sozialforschung sowohl wertvolle Hilfestellung leisten kann als auch selbst viel lernen muß
