The Concept of the "Industrial Village" and the Israeli Cooperative Sector1

Since the achievement of independence, Israel's rural settlement cooperatives have responded to changing environmental and internal conditions through adaptive reactions aimed at defending cooperatives' public standing and satisfying new emphases in members' expectations. Economic diversification through industrialization has been one of the most important of these reactions. Recently it has been suggested to supplement the industrialization of existing forms of rural settlement cooperative by founding "industrial villages". A number of issues must be resolved if this new type of cooperative is to take root, including: (1) design of the form of ownership of village enterprises and the system of remuneration of members working in them; (2) determination of the size of settlements and the level of cooperative organization of economic and municipal functions; (3) resolution of competition over resources among groups of settlement candidates of differing socioeconomic background; (4) integration of industrial villages within the network of settlement movements; (5) and resolution of the problem of non-member wage labor in cooperative enterprises.RésuméDepuis l'obtention de l'indépendance, les villages coopératifs ruraux en Israël ont réagi aux changements des conditions environnantes et internes par l'adaptation destinée à protéger le statut social de ces villages et à répondre à de nouvelles orientations en ce qui concerne les attentes de ses membres. La diversification économique obtenue par l'industrialisation s'est révélée comme l'une des plus importantes de ces réactions. Récemment il a été suggéré de compléter cette industrialisation des villages coopératifs agricoles et ruraux existants par l'etablissement d'autres villages purement industriels. A cet effet il faudra résoudre certains problèmes pour que cette nouvelle structure coopérative puisse s'enraciner et pour ce, il faudrait: (1) déterminer les systèmes de propriété de ces villages et de rémunération pour les membres y travaillant; (2) fixer la dimension optimale et le niveau de l'organisation coopérative de ces villages en fonction des tâches eêonomiques et municipales; (3) régler la distribution des ressources entre les divers groupes de candidats de niveau économique et social différent; (4) intégrer les villages industriels dans le réseau des mouvements coopératifs de villages agricoles; (5) résoudre le problème du travail des salariés qui ne sont pas membres des entreprises coopératives.ZusammenfassungSeit der Unabhängigkeit haben Israels ländliche Genossenschafts-siedlungen auf die sich verändernden Bedingungen, sowohl interner Art als auch in der Umwelt, durch Anpassung reagiert, um den Status der Genossenschaften in der Offentlichkeit zu verteidigen und um neue Schwerpunkte bei den Erwartungen ihrer Mitglieder zu befriedigen. Wirtschaftliche Entwicklung durch Industriealisierung war eine der wichtigsten dieser Reaktionen. Unlängst wurde vorgeschlagen, die Industrialisierung bestehender Formen ländlicher Genossenschafts-siedlungen durch die Gründung von "industriellen Dörfern" zu ergaqUnzen. Eine Reihe von Problemen muß gelöst werden, soil dieser neue Typ von Genossenschaften Wurzeln schlagen. Hierzu gehoren: (1) der Entwurf der Struktur des Eigentums an den Dorf-Unterneh-mungen sowie das System der Entlohnung der Genossen, die dort arbeiten; (2) Bestimmung der Größe solcher Siediungen und der Grad genossenschaftlicher Organisation sowohl wirtschaftlicher als auch kommunaler Aufgaben; (3) Leitlinien fur den Wettbewerb um die zur Verfügung stehenden Mittel zwischen Gruppen von unterschiedlicher sozio-ökonomischer Herkunft; (4) die Integration solcher industrieller Dörfer in das Netzwerk der Siedlungsbewegungen; und (5) die Lösung des Problems der Lohnarbeit von Nichtmitgliedern in den genossenschaftlichen Betrieben
