are also mayors and/or members of departmental assemblies. Looking at the questions' authors, rather than the procedure, use made of this practice appears quite unequal : 10 % ask less than .5 % of the questions, whereas at the other extreme 10 % ask more than 40 %. The statistical analysis provides information on the " laws " of distribution : the more recently elected, the fewer additional mandates, in particular of mayor, and thé more a deputy asks questions, whatever his party label. Ultimately, the function of the question is less to control governmental activity than to attest the exchange relation between the representative and the voter, who often seules for the question and ignores the answer, which is provided within the prescribed two months in only one third of the cases
