The victory of the Greek socialiste in the 1981 elections worried many western governments because of Mr. Papandreou's party's neutralist and anti-western positions. These positions were reaction to 150 years of often direct intervention in the coutry's business by the great powers and a reflection of the public opinion's isolationism. However, during the electoral campaign, the PASOK had indicated that once in power it would adopt a realistic policy and this has, in fact, happened since the elections. Mr. Papandreou is trying to redefine Greece's foreign policy within, not outside, its alliances. But if this moderation does not produce immediate results, there remains the risk of a neutralist shift due to the pressures put upon the party by its left wing and by the Communist party, to which the PASOK lost 12% of the votes in the 1982 municipal elections
