T HE exploitation of international common property resources' is almost universally regarded by national governments in the light of potential contributions to their economies. Exploitation of these resources by noncontiguous nations has brought about a need for international management. However, most of the international political institutions that manage common property resources are restricted in scope. They have developed only when unrestricted exploitation would ultimately have lowered the quality or threatened the survival of the resource. Nations have not been able to maximize exploitation of resources by cooperating with other countries, but they have been able to minimize losses through international management
