INCE Rhodesia's Unilateral Declaration of Independence (UDI) in I965,1 it has been subjected a series of escalating economic sanction policies. Soon after the UDI, Great Britain began apply pressure on Rhodesia through such measures as restriction or termination of financial aid and export credit guarantees, denial of access capital markets, banning of sugar and tobacco imports, and implementation of an oil import embargo. The United Nations lent its authority Britain's initial attempt bring the Rhodesian regime its knees when the Security Council adopted Resolution 2I7, which called on member states to do their utmost in order break all economic relations with Southern Rhodesia, including an embargo on oil and petroleum products. In 1966, the sanction policy of the United Nations was changed from an optional basis a selective mandatory one when the Security Council passed Resolution 232. Because of widespread evasion of Resolution 232 by member states and because of effective sanction-breaking techniques devised by Rhodesia, the Security Council in 1968 again attempted bring pressure on the country by passing yet another resolution which, in effect, imposed comprehensive sanctions.2
