A Washington to New York telephone callfrom Dr. Isaiah Bowman in early March of 1949 was the beginning of my connection with the program of the Economic Cooperation Administration for the development of the dependent overseas territories. There were subsequent conversations with Dr. Bowman and with Mr. Paul Hoffman, then Administrator of ECA, and within a month I was in Paris at work on an assignment that measured close to the economic geographer's ideal
