Edward Higgs, The Information State in England: the Central Collection of Information on Citizens since 1500, Palgrave Macmillan, 2004; xii + 284 pp.; £17.50, ISBN 0-333-92070-8 (paperback); £49.50, ISBN 0-333-92069-4 (hardback) The celebration of Universal Birth Registration Day on 23 February 2005 seems to have passed relatively unobserved in the United Kingdom – but not so in the Philippines or Sierra Leone, where the launch of a new UN-backed campaign for worldwide birth registration was accorded due public attention.1 In the UK the existence of the campaign was mainly discernible through a full-page newspaper advertisement inserted on the same date by the children's development organization Plan, which is leading the campaign under the slogan ‘Write me down, make me real’.2 The bulk of the page was taken up by a huge photomontage showing several world leaders – Bush, Blair and Berlusconi among them – looming above a small African child who stands in a supplicant pose while Berlusconi appears to point a finger at him. Do the politicians see the child or not? Is their stance protective or threatening? It's hard to tell. 1 For the Philippines, see the report in the Sun Star Zamboanga, 24 February 2005: http://www.sunstar.com.ph/static/zam/2005/02/24/news/statistics.office.celebrates.universal.birth.registration.day.html (8 April 2005); for Sierra Leone, see Plan's report on the launch of the campaign in Moyamba: at http://www.plan-international.org/wherewework/westafrica/sierraleone/ubr-launch/ (8 April 2005). 2 Guardian, 23 February 2005, 8; see also the Plan report by Nicola Sharp, Universal Birth Registration – a Universal Responsibility, 2005.
