Historically, the consolidation of the Mexican Revolution can be viewed as a process involving the construction and institutionalization of a mass politics. In it the masses are not only a stable and sure clientele for the new state, but the true source of its power, which is delivered in the form of an increasingly well organized political consensus. Mass support for the revolutionary caudillos, typical of the years of armed struggle and the early thirties, was replaced by the manipulation of the workers by caciques (bosses) and gangsters during the depression and then, during the Cardenas period, by the domination of the masses through their involvement in organizations linked directly to the state. It is generally accepted that the'end point in this process was reached with the transformation of the official party in March 1938
