The Future of Democracy in Cuba

In the mid-1980s the Cuban economy was in recession because of continuing trade dependency, the weaknesses common to centralized planned economies, and the U.S. economic blockade (for a succinct review of problems and distortions, see Carranza Valdes, 1991: 11). The near total disruption of foreign trade and the loss of preferential prices resulting from the demise of socialism in Eastern Europe and the Soviet Union created a crisis for the Cuban economy.' Since 1990 this crisis has forced Cuba to change its political economic system to survive in the global economy. Programs have been implemented to reduce oil consumption, develop tourism, and achieve food self-sufficiency to meet immediate survival needs. In addition, serious efforts have been made to attract foreign capital, promote exports, reform management and labor practices, and bring about some economic decentralization (see Zimbalist, 1994; Perez-L6pez, 1994: chaps. 4-11). The call to the Fourth Congress of the Partido Comunista de Cuba (Cuban Communist Party-PCC) in 1991 suggested that substantial political as well as economic change was on Cuba's agenda. The constitutional reforms and the electoral law enacted in 1992 established a legal framework that could accommodate sweeping change in the political system.
