L'exclusion sociale, l'emploi et la Troisième Voie

L'objectif du Gouvernement est qu'il y ait des opportunités pour tous, ce qui est la définition moderne du plein emploi... Une participation accrue au marché du travail contribuera à augmenter le potentiel de croissance à long terme de l'économie et à réduire la pauvreté et l'exclusion dont la principale cause est souvent l'absence de travail (H.M.Treasury, 2000, ch. 4, introduction).L ' article qui suit analyse l'affirmation du gouvernement du Royaume-Uni qui considère comme étant l'action politique la plus efficace contre l'exclusion sociale dans le contexte britannique son programme de « mise au travail des assistés sociaux » (accroissement des incitations et de l'employabilité, lutte contre l'oisiveté et les demandes frauduleuses d'assistance).Ce programme bien particulier de la Troisième Voie, inspiré surtout des modèles américain (Jordan, 1998et Lister 2000) et australien (Castles, 1996), a très bien réussi à réduire les taux de chômage et à accroître la participation au marché du travail.Cependant, nous montrerons qu'il faut le considérer comme un ensemble de mesures transitoires pour résoudre les problèmes de la société britannique dont le nouveau gouvernement travailliste a hérité des administrations Thatcher et Major.En effet, parce qu'il se concentre uniquement sur les obstacles à l'emploi, ce programme ne s'attaque qu'au premier élément de la double dynamique de l'exclusion reliée à la pauvreté, et il accentue en fait le second
