This paper describes a hitherto unknown cartographic-photogrammetric chapter in the mapping history of Palestine under the British Mandate. From time to time during the Mandate, the concept of cadastral mapping using aerial photographs came to the fore, not by chance, but as the direct result of an historical development which proves that Palestine was one ofthe first territories in the world, if not actually the first, to initiate such a project?although it was never implemented. The foundations for military mapping on the basis of aerial photographs were laid in Palestine during the First World War. After the war it was generally acknowledged that the cadastral survey was a mapping project of prime importanee and urgency in the establishment of a modern land registration system. Therefore, it was proposed that cadastral survey be carried out with the help of aerial photographs. However, the Survey of Palestine mapping authorities were too cautious in their approach to make use of an as-yet-unproven cartographic technique
