Universal mass education has become a fundamental goal in modern societies. One sociological tradition maintains that the degree of educational development is a primary indicator of the extent to which a society has attained the stage of modernity (Inkles & Smith, 1974). Education allows for the development of the human potential by making available the necessary equipment for interfacing with the network of social relations in the modern world system (United Nations, Department of International Economic and Social Affairs, 1985). Mass education is commonly viewed as a matter of national priority and urgency in many countries within the international community. Article 26 of the United Nations Universal Declaration of Human Rights, adopted in 1948, declares that education is a basic right of all people. Article 27 of that same declaration claims that the right to education is integrally related to another human right: the right to freely participate in the cultural life of the community.
