Les politiques visant à confiner les vendeurs de rue dans des centres commerciaux dits « populaires » créent une frontière d'accumulation, dans un processus impliquant à la fois des acteurs publics et privés. L'analyse qualitative du cas de Belo Horizonte révèle l'existence de mécanismes coercitifs qui obligent les travailleurs informels à s'adapter en permanence et contredisent la thèse d'une adhésion volontaire. Bien que ces politiques soient fondées sur un discours liant la formalisation à l'entreprenariat social, leur efficacité repose en fait sur la répression étatique
