It is extremely difficult?given the limitations of available information?to draw a faithful picture of the impact of social policy today in Brazil. Even in less notoriously inefficient sectors than the social, the reversal after 1979 of governmental attitudes on the role to be played by planning led to the almost complete destruction of the machinery so laboriously built after 1964. Efforts undertaken after March 1985 to rebuild the planning machinery and its information network have been unable to redress the situation. Consequently, while an adequate picture of concrete government action and its results is not available, it is more convenient to rely on the analysis of the long-term behaviour of output social indicators when considering the targets for Brazilian social policy, than to attempt to draw a picture of partial policies, in many cases conflicting and in others redundant
