T HE act creating the Tennessee Valley Authority was passed by the Congress of the United States in I933. In brief, the main purposes of the Authority were stated as: maximum flood control; maximum development of the Tennessee River for navigation; maximum generation of electric power consistent with flood control and navigation; proper use of marginal lands; proper reforestation of lands in the drainage basin; and promotion of the economic and social well-being of the people in the river basin
