The purpose of this paper is to show that the economic approach should not be solely applied to analyze the fiscal relationships and processes within a given federative system. This approach may be used also to understand the emergence of federative decision-making structures, thus, to help to explain which factors determine the demand for fiscal decentralization. This view is emphasized by a series of hypotheses (derived mainly from economic arguments) which are successfully tested in a further empirically oriented stage of the analysis.RésuméDans cet article nous essayons de montrer que ľemploi des méthodes ?analyse économique n'est pas du tout restraint àľétude des relations et des phénomènes fiscaux dans un système fédératif donne. Ces méthodes peuvent aussi être utilisées pour analyser la formation de structures fédératives, et aussi pour aider à découvrir les facteurs qui déterminent la demande de décentralisation fiscale. Cette idée est démontrée àľaide ?une série ?arguments, économiques pour la plus part, lesquels sont par la suite testés empiriquement - et ce avec un succés non négligeable.ZusammenfassungIn dieser Abhandlung versuchen wir darzulegen, daß der ökonomische Ansatz keineswegs nur dazu verwendet werden sollte, die fiskalischen Bezichungen und Vorgänge innerhalb eines gegebenen föderativen Systems zu analysieren. Dieser Ansatz kann auch dazu sinnvoll eingesetzt werden, die Bildung foderativer Entscheidungsstruk-tuien zu verstehen, und damit zu erklären helfen, welche Faktoren die Nachfrage nach fiskalischer Dezentralisierung bestimmen. Diese (Überlegung wird an einer Reihe vorwiegend aus ökonomischen Argumenten abgeleiteter Hypothesen verdeutlicht, die in einem weiteren Schritt - mit beträchtlichem Erfolg - empirisch überprüft werden
