This paper will describe and seek to broadly evaluate the sufficiency of measures taken in Newark to alleviate the youth unemployment problem. It will take note of factors influencing the decision-making process concerning youth unemployment within the Newark metropolitan area. A significant topic to be considered is the effectiveness of community activity by public, quasi-public, and private groups. A particularly relevant factor to be examined is the extent to which basically local or local-state action can adequately with the problem of youth unemployment. The latter part of the paper will discuss the significance of the interrelationship of local community political and social action (stimulated by Federal programs) and increasing social services designed to cope with the problem of youth unemployment
