Although research and development activities have become a major thrust at many institutions of higher education, there remains a pressing need to increase the participation of faculty at minority colleges and universities in these activities. Recognition of this need is reflected in the Presidential Initiatives of 1979 and 1982, in the Carter and Reagan administrations, respectively. Few of the Federal dollars awarded to American colleges and universities for the conduct of research and development activities have gone to historically Black institutions of higher education. For example, during the period 1973-1980, historically Black colleges and universities received only one percent of the total dollars awarded to all institutions for research and development activities. Further, although Federal support for research and development activities at Black institutions increased by 87 percent during 1973-1980, it more than doubled (122 percent) at all institutions.' It should be noted that historically Black colleges and universities are herein defined as those postsecondary institutions that were established primarily to meet the need for higher education among Black Americans, and continue to do so.
