The important environmental development dimension was presented in this paper, analyzing traditional communities in the northeast of Brasil. We propose to examine two "quilombo" (slave descendants traditional communities) threatened by major projects in the So Francisco River, especially with regard to its environmental entitlements. For this, we make a comparison with the National Policy for Sustainable Development for Traditional Peoples and Communities and what really occurs in the quilombo communities of Cupira (PE) and Resin (SE). This proposals, based in big infrastructure projects, expose conflicts and brought to the traditional population, in most cases, the transformation of their way of lifehoods. Thus, we believe there is a dichotomy in the measures adopted by a State, that promotes more characterized actions and adhering to a political discourse that privileges the process of economic growth, relegating to a second time the debate regarding the multidimensional processes of development
